The Department of Procurement and Properties would like to issue this clarification letter concerning the evaluation process in recognition of the ambiguities and inconsistencies that have been observed among procuring agencies while carrying out bid evaluations and submission of bids. The intent of this clarification is to ensure a uniform, transparent, and consistent interpretation and application of the evaluation criteria across all agencies.
