| Eligibility of Tenderer : |
- The bidder must hold a valid Bhutanese Trade Licence and valid Bhutanese Tax Clearance Certificate, along with a GST Registration Certificate.
- The bid must be submitted by a single legal entity registered or incorporated in Bhutan with a trade licence permitting the supply and installation of scientific, electrical, telecommunications, or meteorological equipment. Joint ventures, consortia, or associations are not permitted. Foreign manufacturers may participate through an authorised Bhutanese bidder.
- The bidder must have at least three (3) years of continuous trading experience in Bhutan.
- The bidder must have completed at least two (2) similar contracts within the last five (5) years, including at least one contract involving commissioning and operator training.
- The manufacturer must have at least five (5) years of experience in manufacturing radiosondes and upper-air sounding systems and must have completed at least five (5) relevant contracts, including three upper-air sounding systems, within the last five years.
- A valid Manufacturer's Authorization Letter and scope coverage table must be submitted for all offered equipment.
- The bidder must submit audited financial statements for the last two financial years, with an average annual turnover of at least Nu. 20 million and available financial resources of at least Nu. 10 million.
- Key personnel must include a project manager and installation lead with at least five years' experience, and a trainer with at least three years' relevant experience, supported by CVs.
- The quoted price must be inclusive of all applicable taxes, including GST.
