Eligibility of Bidder/Consultant
The bidder/consultant shall be eligible to participate in this procurement process only if they meet the eligibility requirements prescribed under the Procurement Rules and Regulations (PRR) 2025 and the e-GP System. The bidder/consultant shall:
- Be legally registered and possess a valid trade licence or professional registration appropriate to the scope of the procurement.
- Not be under suspension, debarment, blacklisting, or any other restriction imposed by the Royal Government of Bhutan.
- Have fulfilled all applicable tax obligations and other statutory requirements.
- Not have any conflict of interest that could compromise fair competition.
- Not be insolvent, bankrupt, under receivership, or subject to legal proceedings affecting their business operations.
- Meet the qualification, technical, and financial requirements specified in the bidding document or Request for Proposal
The quoted rates shall be inclusive of all applicable taxes, duties, levies, transportation, loading, unloading, insurance, and all other incidental costs, except for the 5% GST, which shall be claimed separately in the final invoice, where applicable.
